Open Question: Computer freezes and nothing we have tried works.?

My mom has an Emachines PC with Windows Vista and she uses Internet Explorer 8, for some reason it likes to freeze up on us very often, sometimes the internet browser stops responding and sometimes the whole computer interface freezes, I can move the mouse around but not click anything and nothing highlights when I mouse over it. I own an HP PC with Windows 7 and use the current customizable Mozilla Firefox as my default internet browser and I do not ever have the same issues as her, I live with my dad and use Norton 360 v.4 and she uses Norton Internet Security 2010, she scans her computer everyday and it never picks anything up besides cookies and we have used Disk Defragmenter many times on the computer to see if that will help but nothing we have done has helped at all, we think it has to be a virus but it doesn't make sense that Norton wouldn't pick it up and delete it, is there anything else that could be done that may fix the issue with the computer freezing up on us?...
